Board of Directors

Psychiatrists leading for Oregon's youth.

COCAP is led by a volunteer board of child and adolescent psychiatrists who practice, teach, and lead across Oregon. The board currently has seven directors: five officers and two board members, with a new trainee seat now open.

Officers
Kyle Johnson, MD

Kyle Johnson, MD

Chair

Dr. Kyle Johnson is a Professor in the Division of Child and Adolescent Psychiatry at Oregon Health & Science University (OHSU), where he has served on the faculty since 1999. He is the inaugural recipient of the Ellody/Casey E. Laramore Child and Adolescent Psychiatry Professorship, which focuses on improving access to care and preventing youth suicide.

His clinical interests include youth suicide prevention, pediatric sleep disorders, and anxiety disorders. A dedicated medical educator, Dr. Johnson is actively involved in medical student education at OHSU, including serving as an OASIS Academic Advisor.

Dr. Johnson brings that educator's perspective to his work with COCAP. He is focused on furthering the career development of Oregon's child and adolescent psychiatry workforce and on supporting psychiatrists as they advocate for their patients and families.

Karen Bos, MD, MPH

Karen Bos, MD, MPH

Vice Chair

Dr. Karen Bos serves as COCAP's Vice Chair. She is an Associate Professor in the Division of Child and Adolescent Psychiatry at Oregon Health & Science University (OHSU), with clinical interests in community psychiatry, early adversity and trauma, child welfare, quality improvement, and medical education and mentorship.

At OHSU she is involved in medical student, resident, and fellow education. She is the Program Director for the KTGF Medical Student Fellowship at OHSU, a program that supports medical students interested in exploring child psychiatry.

Dr. Bos is board certified in community and public psychiatry by the American Association for Community Psychiatry and has worked in many community psychiatry settings, including currently serving as the psychiatrist for a psychiatric day treatment program. She is the child psychiatry consultant to OHA's Child and Family Behavioral Health Team.

Dr. Bos hopes COCAP will help support opportunities for mentorship and connection for child psychiatrists across the state.

Naomi Fishman, MD

Naomi Fishman, MD

Secretary

Dr. Naomi Fishman serves as COCAP's Secretary. She completed her adult psychiatry residency and child and adolescent psychiatry fellowship at OHSU, graduating in 2016.

For the past six years she has worked at Albertina Kerr Centers, a Portland nonprofit that provides mental health care to youth across Oregon and a range of services to the I/DD community, including youth and adult group homes. She cares for youth and families in Kerr's sub-acute unit and outpatient clinic, which serves youth living in Kerr group homes as well as youth from the wider community.

For the past year she has served as Albertina Kerr's medical director. Dr. Fishman recently accepted the role of child psychiatrist representative on the OHA Mental Health Clinical Advisory Group.

Nikhil Rao, MD, MSc

Nikhil Rao, MD, MSc

Treasurer

Dr. Nik Rao serves as COCAP's Treasurer. A Texas native and recent transplant to Portland, he attended Cornell before graduate study at University College London, where he studied the evolution of social systems in monkeys, who are not as easy to talk to as kids.

Read

His effort to acquire a posh British accent was less successful, so he came home. After earning his MD at the University of Oklahoma and completing general and child psychiatry training at multiple institutions, he added a board certification in obesity medicine.

Dr. Rao has practiced in emergency, consultation, and embedded general and specialty pediatric settings. Those experiences showed him how much is lost when mental health care is walled off from medical, academic, and community supports, and how much collaboration across systems can do to demystify psychiatry for the public. He enjoys small-scale research and lecturing at every level of education.

An inveterate sci-fi geek, he volunteers as a medical and science content advisor to authors, which conveniently lands him on sci-fi convention panels. Some claim he chose a pediatric specialty so he could dress up as Batman “for the children.” He has never denied it.

Karina España, MD

Karina España, MD

Program Chair

Dr. Karina España is a triple board-certified adult, child and adolescent, and forensic psychiatrist. She is an Assistant Professor at Oregon Health & Science University (OHSU) and practices on the inpatient child and adolescent psychiatry unit at Unity Center for Behavioral Health.

Read

She also serves as an Associate Program Director for OHSU's Child and Adolescent Psychiatry Fellowship and maintains a private practice providing forensic psychiatric services to youth and adults. Her clinical interests include inpatient child and adolescent psychiatry, forensic psychiatry, and healthcare inequities. She has a particular focus on youth with lived experiences of trauma and youth involved in the child welfare or juvenile legal systems. Nationally, she is a member of the Children and the Law Committee of the American Academy of Child and Adolescent Psychiatry (AACAP).

Dr. España hopes COCAP will build a strong, statewide presence for child and adolescent psychiatry in Oregon, united by a shared commitment to advocacy, service, education, and systems-level change. She envisions an organization that fosters collaboration across the state, strengthens professional community and mentorship, and advances equitable access to high-quality mental health care for children and families.

Outside of work, she enjoys gardening, anything puzzle-related, and spending time with family and friends.

Read

A graduate of Michigan State Medical School, he completed his residency and fellowship at the Karl Menninger School of Psychiatry. Dr. Ensroth strives to help children, adolescents, parents, and families feel heard, understood, and accepted, as a springboard for health, wellness, and loving connection.

Outside of work, he enjoys backpacking, triathlon training, playing jazz trombone, and spending time with his two offspring.

Cindy Smith, MD

Cindy Smith, MD

Board Member

Dr. Cindy Smith serves on COCAP's Board of Directors. She has worked as a child psychiatrist for 30 years and has been with Trillium Family Services since moving to Oregon in 2003, where she now serves as Chief Medical Officer.

Read

She loves working with clients while walking and talking around Trillium's campus, and also enjoys seeing clients at home through telemedicine, especially the different ways they introduce their pets.

Dr. Smith sees trauma as the fault line beneath so much psychiatric work. She is keenly interested in helping with the traumas and inequities clients and families face, and in implementing models that improve provider and organizational resiliency. She has a special interest in suicide and self-injury prevention, has worked with Dialectical Behavior Therapy throughout her career, and is helping implement the Zero Suicide Initiative at Trillium.

She and her spouse, along with their two twenty-something children, love sci-fi and chocolate. She believes poetry and psychotherapy are close cousins and hopes to someday see one of her poems on a billboard or bus.
